Maharat Foundation Annual Report 2024 - Against All Odds: Upholding Freedoms in a Year of War

In 2024, Maharat Foundation operated at the intersection of crisis and commitment. Amid the war on Lebanon, Maharat responded rapidly to emerging challenges, documenting violations against journalists, producing evidence-based reports, launching awareness campaigns, and advocating for journalist safety and accountability.

This annual report offers a comprehensive overview of our impact throughout a year of upheaval. It details our work across several key pillars:

- Protection and Support for Journalists: From documenting war-time threats to offering fellowships, training, and digital safety guidance, Maharat stayed close to the field.

- Media Law Reform: We advanced expert-led research and policy recommendations to modernize outdated legislation and abolish laws that criminalize expression.

- Investigative and Fact-Based Journalism: Through Maharat-News, we published over 109 investigations and nearly 100 fact-checks, covering topics from public sector reform to climate challenges, war impacts, and fiscal accountability.

- Inclusive Media Development: Our gender equality initiative mobilized 13 media institutions to adopt gender-sensitive practices, while our regional programs connected journalists from across the MENA region to reflect on media’s role in times of conflict.

- Environmental and Security Reporting: Maharat expanded training into underreported areas such as climate change and security, equipping journalists with tools to cover complex, high-stakes stories.

- Transparency and Governance: Our partnerships with institutions like the Institut des Finances produced practical tools such as the Fiscal Transparency Tracker, while our monitoring work under the 3RF scrutinized Lebanon’s reform progress.

The report reflects Maharat’s belief that informed societies, protected journalists, and a free media are the bedrock of democracy and accountability.
